Fungsi dan Manfaat Budaya Organisasi

Dalam suatu perusahaan diperlukan suatu acuan baku sehingga karyawan dapat diberdayakan secara optimal. Acuan baku tersebut dapat diwujudkan dalam bentuk budaya perusahaan yang secara sistematis menuntun para karyawan untuk meningkatkan komitmen kerjanya bagi perusahaan dan pada akhirnya meningkatkan kinerja perusahaan. Dengan demikian budaya perusahaan memegang fungsi yang strategis dalam operasional suatu perusahaan.

Robbins (2003) merinci fungsi budaya organisasi sebagai berikut, Pertama budaya mempunyai peranan pembeda atau tapa batas, artinya budaya menciptakan pembedaan yang jelas antara satu organisasi dengan yang lain. Kedua, budaya memberikan rasa identitas ke anggota-anggota organisasi. Ketiga, budaya mempermudah timbulnya komitmen pada sesuatu yang lebih luas daripada kepentingan diri pribadi seseorang. Keempat, budaya itu meningkatkan kemantapan sistem sosial. Budaya merupakan perekat sosial yang membantu mempersatukan organisasi itu dengan memberikan standar-standar yang tepat mengenai apa yang harus dikatakan dan dilakukan oleh para karyawan. Kelima, budaya berfungsi sebagai mekanisme pembuat makna dan mekanisme pengendali yang memandu dan membentuk sikap serta perilaku para karyawan.

Sementara itu Schein (1992) membagi fungsi budaya organisasi berdasarkan tahap pengembangannya, yaitu (1) fase awal yang merupakan tahap pertumbuhan organisasi, fungsi budaya organisasi terletak pada pembeda, baik terhadap lingkungan maupun kelompok atau organisasi lain. (2) fase pertengahan, budaya organisasi berfungsi sebagai integrator karena munculnya sub-sub budaya baru sebagai penyelamat krisis identitas dan membuka kesempatan untuk mengarahkan perubahan budaya organisasi, dan (3) fase dewasa, budaya organisasi berfungsi dapat sebagai penghambat dalam berinovasi karena berorientasi pada kebesaran masa lalu dan menjadi sumber nilai untuk berpuas diri.

Susanto mengungkapkan dua sisi manfaat yang diperoleh apabila budaya perusahaan dipahami oleh seluruh lapisan sumber daya manusia dan bagi perusahaan. Manfaat bagi sumber daya manusia adalah (1) sebagai pedoman berperilaku di dalam perusahaan. Dalam hal ini karyawan tidak dapat semena-mena bertindak atau berperilaku sekehendak hati, melainkan harus menyesuaikan diri dengan siapa dan dimana mereka berada. (2) adanya kesamaan langkah dan visi di dalam melakukan tugas dan tanggung jawab masing-masing individu dapat meningkatkan fungsinya dan mengembangkan tingkat interpendensi antar individu atau bagian karena Individu atau bagian yang lain saling melengkapi dalam kegiatan usaha perusahaan. (3) memberikan dorongan kepada karyawan untuk mencapai prestasi kerja atau produktivitas yang lebih baik. (4) mengetahui secara pasti tentang karirnya di perusahaan sehingga mendorong mereka untuk konsisten dengan tugas dan tanggung jawab.

Adapun manfaat yang diperoleh perusahaan antara lain: (1) merupakan salah satu unsur yang dapat menekan tingkat perputaran (turn over) karyawan, karena budaya perusahaan mendorong karyawan memutuskan untuk tetap berkembang bersama perusahaan tersebut. (2) sebagai pedoman di dalam menentukan kebijakan yang berkenaan dengan ruang lingkup kegiatan intern perusahaan seperti tata tertib administrasi, hubungan antar bagian, penghargaan prestasi karyawan, penilaian kerja dan lain-lain. (3) untuk menunjukkan pada pihak eksternal tentang keberadaan perusahaan dari ciri khas yang dimiliki, di tengah-tengah perusahaan yang ada di masyarakat. (4) merupakan acuan dalam penyusunan perencanaan perusahaan (corporate planning). (5) dapat membuat program-program pengembangan usaha dan pengembangan sumber daya manusia dengan dukungan penuh dari seluruh jajaran sumber daya manusia yang ada.
